Extract "clean" Html And Css Out Of Html With Formatting

Hello All,

It may be that my question is coming out of professional ignorance, so please excuse me for that...

I have an HTML file.
I would like to start working with CSS files as everybody recommends.

Is there a tool or an automatic way to extract a CSS file out of the HTML I already have?

For me it seems logical that there should be such a tool, but again - it may come out of insufficient understanding of CSS which I just became familiar with.
