How can i create a css template from scratch?

basically i have been following this tutorial http://www.youtube.com/watch?v=dgmnWUZao-Y on creating a css template from scratch from our website. now the thing is, is that we have no idea how to take the template off of adobe photoshop, then format it in a css folder so that we can then upload it to dreamweaver and create the page from there. Any suggestions?
